The Philippines’ Best Universities

How do the institutions of higher education in the Philippines rank compared with one another and others around the world?

That is a question hotly debated year after year, as graduates of each university tout the strengths of their respective schools. There are many parameters of performance, and with each, the ranking may shift. So, using the most recently available lists, let’s look at how Philippine universities rank according to various criteria used by the Times Higher Education Supplement-Quacquarelli Symonds (THES-QS) World University Rankings.

#254 – Ateneo de Manila University (up from somewhere between 401-500 in 2007)
#276 – University of the Philippines (up from #398 in 2007)

IN ASIA (2009)

Three to four university systems appear regularly among Asia’s top 100 schools, ranked according to various parameters. These schools are, in no particular order:

  • University of the Philippines (system)
  • Ateneo de Manila University
  • De La Salle University
  • University of Santo Tomas

One or more of these four schools are in the lists based on these indicators of academic performance:

1. Academic Peer Review
2. Recruiter Review
3. International Faculty Review
4. International Students Review
5. Student Exchange Inbound
6. Student Exchanges Outbound

None of the Philippine schools ranked for the following, the last two of which are largely indicators of the quality of research and publications:

1. Student/Faculty Ratio
2. Papers Per Faculty
3. Citations Per Paper

By subject, the four Philippine universities mentioned above also feature in the ranks.

1. Arts and Humanities
2. Life Sciences and Biomedicine
3. Natural Sciences
4. Social Sciences
5. IT and Engineering

IN THE PHILIPPINES

The Professional Regulations Commission (PRC) and the Commission On Higher Education (CHED) have released their list of the Top 20 universities in the Philippines. In this ranking, distinctions are made within university systems, so you’ll see, for example, the University of the Philippines – Diliman listed separated from the University of the Philippines – Los Banos.

There are plans for the CHED to eventually produce lists of the best schools for specific disciplines, much like the THES-QS system. That’s something to look forward to, huh?

So what do these rankings really mean? How relevant are they to, let’s say, a prospective student’s decision to attend a particular university?

To start off the discussion, I’m reposting some of the most recent comments (from the former site) below.

    Good news for performer and bad news for non-performers!

    After CHED’s evaluation on the performance of graduates of both private Higher Education Institutions and public Higher Education Institutions in the bar examinations, it will expand its review to cover graduates of other courses that require professional licensure examinations such as nursing, maritime engineering, and teacher education.

    The CHED’s move is in line with Republic Act 7722 which allowed the commission to set minimum standards for programs and institutions. Degree programs of institutions with zero performance in licensure examinations for the past 10 years would be phased out. The information will guide the public on their choices of schools for their children.

    Last Wednesday, the CHED announced the closure of 6 law schools for their failure to produce a bar passer for the last decade. These schools are the Eastern Samar State University, Polytechnic College of La Union, Samar College, Ramon Magsaysay Technological University, Southern Bicol College and Abra Valley College.

    Actually, CHED have already phased out 515 programs from various HEIs and ordered 76 of them to cease from operating from 2005-2009.

    Actually, the status and prestige differences among the Philippine tertiary institutions have always been general and vague. But once the CHED introduces a ranking system, the comparison among them may be based already on their rankings.

    In this manner, parents may choose only prestigious schools for their children. The private sector looks prestigious school graduates in a different light.

    As a result, “the good becomes better while the bad becomes worse.” This will lead to the elimination of small schools, colleges or universities.

    From the positive side of view, it is not a bad thing to have our own rating system for our private and public educational institutions as it is a global trend.

    But this must be carefully considered that whether we are completely ready and already have a set of rigorous assessment system, as well as a credibility assessment unit.

    We must understand that the impact of rankings should not be underestimated.

    Any mistake or incomplete assessment may irreparably harm and damage the university’s academic prestige and social status.

    Therefore, it is argued that instead of hastily and comprehensively assesses together a technological university [like TUP, TIP and the like] and a social science university [say ADMU among others], it will be better to sensibly classify them before conducting a more scientific and credible ranking according to different courses.

    Frankly speaking, there is no perfect assessment system in the world. THES-Q is the most controversial one but an eye-opener!

    There must be limitations and shortcomings for every assessment.

    Therefore, it is important for us to understand that they provide only a reference indicator. It should not cause students to have blind faith in authority and lose their self-judgments and choices.

    Most importantly, the public should shake off the myth of university rankings.

    They should treat it with the right attitude instead of blindly follow the trend, turning it into another form of dictatorship and authority. Ok?

    I’m not taking sides when it comes to any accrediting agancies around. Its just that I’m appealing to them to provide a “sole” guideline when it comes to giving accreditation. The thing is every agency has its own guidelines. Well, if theres oppurtunity, I would want FAAP to provide a SINGLE accreditation for academic programs of every school.

    No one vcan claim that they are the best institution for the basis of board exams or having the most level 3 status or even having the most COE and COD from CHED. With regrads to THES QS, it may be controversial but still it reflects the standing of our country’s universities compared to our asain neighbors. However, those four universities who were included in the ranking are also doing good locally thats why its not a surprise to see those four universities being included in various International rankings. Well, maybe not during our lifetime, I hope that more Philippine Universities will get into international prominence. This is not just for publicity sake but to show the world that Philippines is a good option for getting a degree. Lots of Asian universities like National University of Singapore, Seoul National University of South Korea to name a few. They are not just projecting themselves as a good university of choice in their respective countries but they are also planning to attract international students. In western and European countries, exchange student programs are becoming a trend to further enhance and expose their students for wider scope on their respective fields.

    I believe that most Philippine universities are not yet ready to shift from the traditional way of learning to innovative learning just like what other asian universities are currently doing.

    No wonder, only a few WELL KNOWN western and european universities are establishing linkages in Philippine universities. Maybe they foresee that they will not benefit from our universities.

    I’m not a member of any accrediting agencies in the country. But if I do, I’m not the type of person likes to “self-gratification” or brag my own. This is not an issue of debating who’s better in giving accreditation but to SET a single guideline for program accreditation so as to not create confusion which is better. Media is powerful that anyone can project themselves as “the” university of choice.

    Its a sad fact that well known universities in the provinces like St. Louis University in Baguio, Silliman University in Dumaguete, University of San Carlos in Cebu and Mindanao State University are very outstanding when it comes to their performance but its not that known to public since they were overshadowed by those top four universities in Metro Manila.

    I’m not saying that these provincial schools should publicized each of their academic achievement but to project themselves as a good choice of college education.

    Whether we like it or not, publicity is a must for a university. At this day and age of globalization were all universities in the world are making advertisements about their institution. I think we should step up and be nown in the International academic arena.

    Ranking by program is a good way to measure the capabilities of a certain school.

    For example:

    Know that Ateneo has its own Medical School, is it rightful to say that they can call themselves as the country’s leading medical school?

    Despite Ateneo’s own Medical School, a lot of pre med graduates are still referring to the top two medical schools in the country, UP and UST. As well as Fatima, FEU-NRMF, UERMM to name a few.

    Another example

    DLSU’s Law school, does it mean if La Salle is a known school for its academic performance, they can say that their Law program is established already?

    People still prefer UP, Ateneo, San Beda, UST, San Carlos and FEU to take up Law.

    I hope that people will enrol to a school not just because the school is popular but to enrol because the school is capable to offer that program.

    My advise for high school seniors,

    Choose a school because they are capable of offering that course, you’re parents can afford it, accessibility. I’m sure there are good schools in the province, you just have to research them.

    choose a course that you really like and not because its “USO”

    I assure you, theres no fulfillment in a profession that you dont really like. Maybe financial fulfillment.

    When I was in college, I feel so sorry for my schoolmates who opted to change their course. But I realized its all part of finding what they really want in life and bringing out the best in them.

    Well, if CHED could release that ranking by program as soon as possible. It will be a wake up call to those people that UP is not a perfect university. UP may have the most number of outstanding programs but not all. One fact is that not all of its programs have Center of Excellence status from CHED.

    I’m not degrading UP okay but I’m trying to justify that expect another to school to top if CHED could release rankings by program. This will help incoming college students to “choose” a school “base” on the capabilities of the school and not by “popularity”.

    Ashlars, I’m also looking forward to that ranking by CHED. There are many excellent programs that are simply not given their due, kasi mas nag-fo-focus sa overall rank ng schools.

    I think most of the bloggers or “forumers” here are affiliated with the usual Big Four (UP, AdMU, UST, DLSU) but I suggest that we all go beyond that usual bias in order to be more realistic. After all, only change is permanent. Prior to 1636, Harvard was never among the Best Universities in the world, in the same way as AdMU was unheard of before 1859. It’s 2009 now and I can pretty much guarantee that most of you would agree with me if I say that over the last two or so decades a lot of things have happened and along with that are some changes on the way we look at schools specially in the area of individual specialization. So why don’t we try to describe these schools based on their individual areas of expertise without however forgetting their overall impact?

    ADMU did not only make it back to back championships in the UAAP mens and juniors division
    but also managed to retain its number 1 ranking in the Philippine academe by beating UP for the second year in a row.

    That goes to show that THES QS is not consistent in doing the ranking of the universities. How can it be possible for that we have two different top universities in the country?

    UP is top if the rankings are exclusive for Asian universities but when it comes to world rankings, Ateneo will top the ranking as the top Philippine university?

    Thats the main reason why a lot of people are not believing that ranking. The only thing that is consistent there is Harvard University being the top university in the world

    The criteria used for Asian Universities ranking is slightly different from the World University rankings. Moreso, the regional perception in Asia varies from the global perspective.

    The difference is results is not the reason why THES-QS is prone to criticism, but the way it collects data from various sources, and the actual methodology it uses to come up with the ranking.

    For the last 5 years, UP, Ateneo, and La Salle have been switching positions in the 1st, 2nd, and 3rd places. Only UST is consistently 4th. – as per THES-QS World and QS Asia.

    Having a different methodology in ranking the universities will not affect the sequence of the said rankings.

    When you read the method that they used in various rankings, they just readjust various categories for a certain aspect on a university.

    How can someone be credible if they dont disclose and name the source where they got the information from a certain university as stated by UP President Emerlinda Roman.

    Cempire’s explanation is sufficient enough, I guess. Of course, at a first glance it looks unreasonable to have 2 schools on top alternating in different surveys albeit located in the same country. But if, for example, you get into emphasis per subject based on the need of a particular region vis-a-vis the need or even the standard from a global viewpoint you would gradually see the difference between the two. UP’s nationalism may be attractive to most Asian executives but may be frowned upon by some global experts. Or in another case, Humanities (which is the number 1 strength of AdMU) may have more points from a global standpoint but may only be given little consideration in the Asian context, which is of course favoring technological innovation — the weaker side of AdMU which is inversely the strong point of UP.

    Post script: I still propose that DLSU and UST be both included within the 301-400 list, at least

    I agree with Ashlar’s claim that the ranking sequence of schools, whether Asian or Global, should not be affected by the little differences in methodologies.

    If in Asia UP is ranked 63rd and ADMU 76th, it follows that in World standings the first should also be ranked higher than the latter. UP’s 262nd and ADMU’s 234th world rankings just don’t fit.

    Looking at THES-QS’s rankings per SUBJECT, I have a different opinion:

    You must understand that both rankings are heavily based on perception and reputation of the four schools – from their peers and from recruiters. The results do not measure each school’s curriculum and course offerings to begin with (among others).

    There can be changes in the results despite having very similar criteria. It largely depends on the respondents of both survey. This has been clearly explained by Marnel Tuble.

    THES-QS ranking (both World and Asia) is mainly about academic reputation, with modest emphasis on internationalization, measured by the number of foreign students and faculty, and on graduate employability, based on the preferences of local and international recruiters.

    All existing ranking surveys do not completely measure a school. In the case of THES-QS, a school who does well in the survey can only be happy about the result s far as its academic reputation is concerned.

    Well said guys. No argument there, we (I suppose Ashlar too) were only questioning the expansive use of perception in ranking schools. Since perception is subjective, it will not give concrete and consistent results. My stand is that a good and reliable ranking methodology/technique will provide a consistent ranking sequence of schools whether by country, by continent or by global basis.

    Well, no survey, as in the case of universities (or any subject for that matter), can ever be exactly objective. The quality of education being provided can’t be precisely gauged by mere numbers as there is great disparity in the different universities, culturally and academically wise. At the same time, numbers cannot account for unique individual experiences that may be of more importance to some, like how well the school has brought out the best in each of its students.

    However, inasmuch as you guys would like to rant about the inconsistency of the results, there is still an ounce of truth to this survey; that is to say that despite the limitations of the survey, the standings still reflect or say something about how a particular school will fair in comparison to others based on the given categories: student-teacher ratio, academic peer review, etc. Take note: the guys at QS have more access to information about the different universities on a global scale than any other surveying body. And these surveys have been conducted for years and have been participated by most of the top-rank universities worldwide, Harvard and Cambridge included. (That’s why I don’t get it why UP is snobbing QS. Do they think they’re that great to be gauged? Or are they just afraid to face the truth that indeed, the quality of education in their school is already declining?)

    Anyway, let’s just be thankful that at least, 4 Philippine universities made it to the list. FYI, there is another survey trying to compete with QS and no Philippine School is included in the list! You may check it at: http://www.arwu.org/

    As far as I know, its a sad fact there are certain agencies or entities that does these kinds of rankings without concrete reason and foundation. It also degrades the reputation of those universities that were not included in the ranking but still performs well.

    As for THES QS, I appreciate their effort in doing the world university rankings but the thing is, they should CLARIFY their methodologies in their rankings. Even if you read their methodologies in their site, its still unclear. No firm basis. I believe, they should also publish all the statistics that a certain university had and not just a final score for a certain category. On the positive note, rankings like this is a wake up call for other universities in the Philippines like my school PUP. Its a sad fact that it seems like only UP, ADMU, DLSU and UST are enjoying consistent International recognition. Other Philippine universities may be recognized but not as consistent as the top four Philippine Universities.

    On the other hand, this video about the college application at University of Californiam Berkeley should be the same as the college application here in the country.

    You’re right Batotoybibo. It’s just that survey groups haven’t found just yet the perfect criterion to measure overall academic excellence that can be used and applied in gauging universities worldwide. Measuring research output tends to be problematic, specially if many universities do not publish their papers with English as medium of language. Measuring endowments can also lead to a lot of bias specially towards universities whose respective countries are wealthy to begin with. for PRC and CHED, they came up with rankings of local schools based on board exam performance. However, this can also be biased against schools that do not have enough courses that require licensure tests.

    The issue of academic excellence remains to be debatable among institiutions and among people in the academe. After all, academic excellence has always been interpreted in many ways.

    I agree with you. Maybe the reasons why these 4 schools consistently make the mark are because they are the most established, have the most endowments, and enjoy the best reputations in the land. Though I would have preferred having more local universities in the list such as your school, PUP, and equally competent institutions like PLM, Siliman, Xavier University, SLU, University of San Carlos, University of Cebu, etc.

    Perhaps what these schools need to do is to provide better fundings in order to produce better faculty, facilities, and generate research outputs that can all help to even accelerate the level of their standards. What follows next is a better academic reputation. You see, topping and scoring high passing rates in the licensure exams is just one thing. Graduate employability, global competitiveness, are another.

    Easier said than done, specially in this country where financial resources are scarce. It is a sad fact that others will be left behind because of zero funding.

    when writing books, you should state your sources if the information comes from someone or something. Authors who don’t clarify and state their sources are nothing but fraud authors.

    I do understand that UP has not submitted data about their schools (Diliman,etc) for the previous years. And they’re questioning where the recent rankings are based from when they have not submitted data.

    So if they’re questioning who the sources are, the only way to make the sources accurate is for them to submit their own data to QS! After all, they’re the ONLY legitimate source who could give accurate information about their schools.

    Thus the question, are they afraid to face the truth? Or do they think that they’re that great to be measured?

    Result of the 2009 Inter-collegiate programming competition – ASIA (participated by HK, Sg, Vietnam, and the Philippines)

    Congrats UPD for another dominating performance in this competition, specially this year that they ended up 1st in the Asia regional. UPD was also the top local team for the last 3 or 4 years. ADMU topped the local schools in 2005, and was the second best performing local school for the last two years.

    Coming up next… the PANA Integrated Marketing Collegiate Competition. Last year’s champion was DLSU.

    In this contest, UPD won thrice, ADMU twice, DLSU, UST, PUP, and Assumption once.

    another prestigious collegiate competition as the year ends…the National Debate Championship, where ADMU seeks to defend its title for the 3rd straight year.

    You see, even in various competitions both local and abroad, the same schools emerge as winners.

    This year particularly, UP and Ateneo are neck and neck in the competitions.

    In the local competitions, UP won Stratmark, while winning the programming competition and Asia cup moot court competition in Asia. ADMU on the other hand, won FINEX and HSBC young entrepreneur awards in the local competition, and won the Asian Universities debating Championship and Cartier Women’s Initiative Award in Asia.

    I believe UP will just submit data “if” THES QS would clarify the source of the previous data they have about UP Diliman. “If they can’t name the department or person who gave them the statistics, no new data will be submitted to them.” As far as I know, they will just credit that ranking “IF” THES QS can clarify their sources. THES QS should also post the sources of the statistics of “each” institutions through their site and published materials. And universities should be notified if a certain entity would use its statistics for study purposes. It doesn’t mean that if THES QS is a known entity in the UK, they can just get any information they want without permission of the “head/President/Rector” of the university and not a department head.

    No mature person would read a book with unclear sources through its appendices or acknowledgements. Or even Bibliographies.

    One thing I wonder about in these kinds of rankings is the impact it has on a school’s enrollment. Do prospective students, particularly foreign ones, take these ranks into much consideration in their decision-making? How seriously should our universities take the results of these surveys? They can totally ignore them, of course. Or maybe there is something they can glean from the results (and what would that be?).

    Hi citrus_bean!

    I just would like to comment on your personal ranking, hope it’s okay with you. I was just a bit surprised seeing the PUP System and PNU as among the below average performers.

    PUP is good academically. The main campus has been performing quite well as recognized by PRC in various licensure examinations. Though the other branches are not as good as the main, one campus at Taguig though has been on the rise recently in the field of engineering. I’d say PUP is neither below average nor average university. It is a good university.

    Likewise, the Philippine Normal University is a good school for education-related degrees. It is one of a dozen schools recognized as Center of Excellence in Education.

    These two deserve higher rankings. :-)

    besides, I said that those I include in my below average ranking. I’m not familiar with their academic performance. And also inconsistent in academic recognition and I didn’t said that they have “no” academic recognition.

    Yun nga lang, its inconsistent. Needs to improve pa.

    But I will stick to my opinion regarding AMA Computer University and STI colleges.

    They are “diploma factories”, I saw a list of statistics of board exam results from PRC in 2007, I was shocked to see that all engineering courses offered by STI Colleges has “zero” pasing rate. Less than 50 na nga lang yung nagtake, wala pumasa kahit isa.

    No offense to them, they should be closed down like what CHED did in some Law Schools.

    Did you notice that almost every “kanto” has an AMA Computer University or STI College branch. AMA University even has these sub schools like ABE Colleges, St Augustine School of Nursing etc.

    One example is the St Augustine School of Nursing branch infront of SM North EDSA, they offer Nursing in an ordinary office building. How can you offer that course if you’re going to just use ordinary classrooms?

    A colleague of mine told me the TV ad of AMA University, the one with Sarah Geronimo stating that the first enrollees will recieve laptops? Its not true daw. Besides the fact that they offer mostly compter courses, their facilities are really lacking. They may have computer labs but not that “top of the line”.

    Personally speaking, its funny to see that they really invest in those TV ads especially during summer just to attract students. They should have invested it in upgrading their facilities and performance.

    Prestigious universities/colleges doesn’t invest in TV ads to attract students and yet students still enrols to those universities to earn high quality education (to the likes of UP, ADMU, DLSU, UST etc)

    On the other hand, STI College’s E2E system (enrolment to employment scheme) is a fraud. I have a neighbor who enroled their son in one of their branches and graduated 3 years ago, up until now he wasn’t assisted by STI for employment preference.

    To think that most employers doesn’t really hire people who are products of these schools.

    Remember that issue about the closure of some nursing schools in 2004? The CHED chairman during that time decided to stoop down because he can’t take the pressure from the Malacanang. Since the owner of AMA Computer University is a close friend of the Arroyos. See? they are using their influence to make higher education a profit oriented sector.

    Indeed, AMA Computer University and STI Colleges are profit oriented schools and diploma mills.

    Too bad there are people who trust these schools to earn a degree. The nerve, they charge fees quite similar to other “prestigious” schools.

    I’m sorry to what I posted but I will stick to my opinion.

    There are over 2,016 registered universities/collleges in the country and I only rank less than a hundred schools. Barely 10% of the whole picture.

    Ateneo de Naga’s accreditation from PAASCU and with its recent deregulated status continues to attract outstanding prospective college students from the Bicol region. Ateneo de Naga has also been producing topnotchers in the CPA, Education, and ECE board exams. It also aims to improve its passing rate in the Nursing licensure test, though the said program is relatively new in the school.

    It also has few international linkages like Sophia University and Georgetown, both Jesuit schools too.

    Most of the HS students from Ateneo de Naga who don’t make it to Ateneo de Manila or UP would rather stay there for college. Only few pursue undergraduate degrees in UST or DLSU.

    Ateneo de Naga’s main regional rival though is not in Camarines Sur but in Albay, the Bicol University.

    Assuming the above ranking of Philippine universities by CHED is the latest and is correct, it is very curious to see three UP campuses and three Ateneo schools making it to the top 20. How about the other La Salle schools?

    BTW, in the debating scene, UP bagged the National title in the National Debating Championship while Ateneo won the East Asia Debating Tilt. The only two remaining international championships being contested is the World Universities Peace Invitational Debate or WUPID where both Ateneo and UP (and DLSU) are participating, and the year-ender World Universities Debating Championship or WUDC, to be participated by Ateneo and DLSU.

    Ateneo, UP, UST, and DLSU were once again featured in the list of Asian Universities Ranking for 2010.

    In the second edition of the regional ranking that has been conducted by London-based Quacquarelli Symonds Ltd., the same organization that produce the annual World Universities Ranking, Ateneo de Manila University climbed 26 spots, or from 84th to 58th in the region, to lead the Philippine universities in the table. The recent survey also solidified Ateneo’s number 1 position among local universities, both in the regional and world ranking editions. University of the Philippines, on the other hand, slipped from 63rd to 78th, while De La Salle University dropped 30 spots, from 76th to 106th. Meanwhile, UST improved its ranking score and jumped from 144th to 101st, 43 spots from last year, and 3rd overall among Philippines’ best.

    Meanwhile, other local schools started to figure in the said ranking.     US News and World Report cites Ateneo de Manila University as ranked 50th in the Best Universities in Asia and Midde Eastern.

    Ateneo is the sole Philippine University to make it to the top 50 in the region.
